Esteemed Mr. Director General!
On behalf and by order of six and a half thousand of people being members of Moscow Union of Artists among which there are winners of various prizes, government awards, Honored and People’s artists I would like to appeal to you concerning to the destiny of Moscow House of Sculptor. What is meant here is that we want to preserve this public cultural center that has been created on public moneys and that has been served for peoples’ sake for 33 years in the mode of unrestricted and free access for everyone. At the present time all conditions are being created to destroy the abovementioned cultural center.
The point is that in 1974 Moscow sculptors such as People’s artist of USSR Academician U. Orekhov, People’s artist of RF Corresponding member of the Academy of Arts V. Dumanyan, People’s artist of USSR Academician U. Chernov, People’s artist of USSR Academician V. Tsigal and People's artist of Russia I. Popov successfully insisted on revoking of resolution of Moscow City Executive Committee on demolition of this building. They had insisted successfully due to the fact that they could prove that this building was historically valuable for Moscow and for Russia. Moscow City Executive Committee, while revoking this resolution on demolition, had stipulated that restoration and reconditioning of this monument should be performed for the account of the public organization. The building had been restored and reconditioned using moneys of our Regional public organization only. As a result public cultural center “Moscow House of Sculptor” has been already working in Moscow for 33 years. All this time this monument has been kept in strict compliance with regulations on preservation and protection of historical and cultural heritage, at that all required expenses have been incurred by our public organization of artists.
Organization of artists following Russian humanitarian traditions has created and given fresh start in life of cultural hearth and home open for all layers of society. Exhibitions with participation of artists from various countries all over the world have been also arranged in it in addition to all other cultural events.
The most unexplainable fact is that the threat of destruction comes from newly created Inter-State Fond for Humanitarian Cooperation of CIS Member Countries (CIS - Commonwealth of Independent States).
We, artists creating humanitarian values in particular will never be able to understand why the activities of humanitarian fund shall be started from actions which are in violent discrepancy with UNESCO recommendations on support of workers of culture on the part of authorities of member countries of this organization.
Mr. Matsuura, it seems to me that in case of regardful behavior to humanitarian and educational activities of our public organization of sculptors that has already been conducted for 75 years it is rather realistic to preserve this cultural center that has been created by the first-string Russian artists and being in demand of spectators and artists.
Mr. Koichiro Matsuura, I would like to appeal to you in the hope that you being a man partial to destiny of national heritage and resting on your highest authority will be able to help our public organization to preserve the above-mentioned cultural center.
